Space is a business all unto itself, and there's tax monies that gets spent on Space. but an awful lot of private investment goes into it as well, so if Hughes wants to send up some satalites, or if AT&T has something up there that needs to be repaired, you just cant ask anyone to fly up there and do it. You need to ask an astronaut. Then you got to pay him.
